the graduation requirements that were established by the san francisco board of education. we, in san francisco, have seen tremendous economic growth coming out of the most severe recession since the great depression, and having served on regional bodies that include other jurisdictions, i can tell you that we are very lucky in san francisco, that we are lucky that we have the resources that we have had, and that we hopefully will continue to have. but, yetd yet, in a city as wealthy as san francisco we have a school district that is facing a crisis. we have about half of our students in this class of 2014 that may not be able to graduate and meet the requirements. san francisco has to do better than that. and even though money is not everything, the ability for us to commit resources as a city is really important. and what i understand of this item is that there is a discussion about whether or not to tie the funding that's underlying this item to the rainy day fund. and to the extent that happens, to the extent that there is a connection between this appropriation and the rainy day fund, i wi

by at least 26.5 million dollars a year, every single year. we would see over $5 million of cut to education, and almost $3 million of cuts from public housing. san francisco's allocation of medicare would be cut by $2 million. funding for the wic workforce program would lose almost $5 million. there would be a $1 million cut to housing services for people with hiv and aids and more than $1 million cut to the community development block grant program. ladies and gentlemen, this is our safety net. and our safety net's already strained by years of state cuts and it cannot sustain these additional reductions in federal funding. in addition to the cuts i have just detailed, there are also competitive grants and state pass-throughs that will also see cuts, and totals for which we really cannot estimate at this time. although this is serious business, and we need to get engaged -- although this is serious, we need to get engaged as a city to advocate against request ration -- sequestration taking place. my office is closely engaged with the governor, his white house, members of our federal delegat
with supervisor farrell, but he had a baby and he is busy -- actually his wife had a baby. it has a school/educational component. it really brings everything into full circle with the educational component. if we just did an enforcement program without educating our community, you know, we only get a little bit accomplished. if we can do the educational component and the enforcement piece we bring people together. there was a significant accident on fulton street and i reviewed the statistics and there are significant traffic incidents in our neighborhoods. so you know, buying a victim of a traffic accident is very significant and can be life changing and so i thought it was a strong piece that would affect public safety. they have developed a spreadsheet and we have worked on getting a fiscal sponsor if we can't get a hold of transit security grants. the grants run at a different timeline and when we hatched this plan we missed the opportunity which started in january and we didn't start until june. we reached out to triple a and safe is on board to help. it's really a minimal cost. you pay $2500 to

don't have all the details of the early notification and education plan there, the framework is clear and i think it's a good starting point to move forward for the city and i believe that while we have had comments about talking about caution i think they're well meaning how to have a successful program but i think the success of the program is that we roll out quickly with the notification and the education plan. that's going to be most meaningful. i also want to make sure that we're really clear that the effort is really working in the deep green areas first and foremost where we know a particular target audience is for the message and we know how to craft that message for them as well. i think that is going to be significant. we're not reaching out to every population in san francisco from the get go but the deep green area is where we need to focus the efforts on. this plan incorporates that and i believe it's the right way to go. i would like to move forward approving something today that can later be implemented early next year and hopefully we can move that in that direct

born and raised here in san francisco, and on the parents of the indian education program, we are very thankful/k44k(.Ñ grateful for this acknowledgement. we have a strong group of dedicated parents that have been working really hard to keep this program going. for a period of time we didn't have a program coordinator. and now we have one of our own parents who is the coordinator. and so it's been a lot of work from a lot of dedicated parents that have been keeping the program going. we have been very instrumental in trying to get a location for our program. we have been kind of floating around here and there and now we are at cesar chavez,naj we're grateful that we have a room so that we can really get our program running full strength. and it's good to have a location so families can have somewhere to go when they need to. there's no other program in c<6Ñczshp &c"p% school district that supports the american indian students, and so this program is very vital for our -- the success3"o4(o of our youth, to complete
california is the 9th largest economy in the world and we educate one out of eight children in the united states. california currently ranks left in teacher to student ratio, we rank last in library to student to student ratio. over the last five years, 2007-08 the district has been cut by 146gjtgç million. this past year alone the state budget cuts were 77 million. for every student, the district should be receiving@gj5é $6697,0 $5204. the district has had to cut nine and a half school days to furlough days because of this. that's nine and a half less school days for us to teach reading, math, science, you name it. but yet we expect our students to graduate on time and to be just as successful as other students with"ej3w nine less instructional days. as a teacher i just want everyone to understand the pressure that you have in fulfilling your lesson plans when you have nine less days to teach the students the same amount of information that you're expected to. five years ago we were ranked 38 out of 50 in( jó the country anr people spending. today ?j x8ñ are ranked 47th. all of the s
of attending at sunny side conservatory the outdoor educator's graduation ceremony. this is the first graduation ceremony for this program. it is a program that was convened by an organization called the foundation for youth investment. a partner of ours focused on getting kids outside. this is an indepth ten-week instructor training program for young urban adults who demonstrate high interest and aptitude for the outdoors. this focuses on competencies, leadership skills and pathways for a career in the outdoor education field. the first graduating class had eight graduates who completed six-month course where they end up with back country rescue training certificates and a number of different competencies, including ropes course facilitator training. wilderness first responder training. kayak training. environmental training. they did a backcountry expedition. we were a partner and hosted and arranged for swim and water rescue curriculum. i want to thank jim wheeler for working with the foundation of youth investment. we made a sitting contribution in terms of pool and staff to this

're also ready to launch a safe streets richmond program, where it really focuses on an educational component. it really emphasize the importance of traffic safety in our district, because it is really the lion's share of serious injury. as we all know, a serious accident is a life altering event and we want to make sure that we do everything we can public safety-wise and we're excited that you will be seeing that in the very near future. our goal is to start in the richmond district and share it citywide. we have three members of board of supervisors that we work with in the richmond district. supervisor eric mar, supervisor mark farrell and supervisor christina olague. the district handles the lion's share of golden gate park. our officers are very well-informed on how to work in and about golden gate park. it's a unique place, because there are streets and alleys and avenues, but there are also meadows and it's a very hard place to get around. so the officers are a tremendous resource and in working some of the events this summer and later on in the fall, the officers at richmond
is angelica and i am with somcan. we organize and educate families to achieve a healthy neighborhood, soma and greater san francisco. since we were formed in 2000 in the 13 years we have been around tenant harassment hasn't gone down. if anything, it actually escalated, especially when a lot of the tech industry has been formed or is housed in the south of market. we have over 40 tech industries there so a lot of landlord or management has been really banking on this new possible tenants. so tenant has escalated around a lot of the alleyways that a lot of our families lived in over 20 years. i want to tell you one particular stories that one of our families has actually gone through. when we say tenant harassment, this isn't just tenant harassment on adults, a lot of our youth, the children of these parents have been harassed as well. one particular story i want to tell you about is jake. he lives on mina street and his family was living in this apartment with 6 units. at first the landlord informed them that they have to leave because of foreclosure. then when we have them actually
services, education and employment, provides these opportunities for homeless people. we are already seeing the benefit of their work with us and it was at the outreach of tiffany and bill clark and the director of education and employment who is out of town with work related to the chef's program and through that contact i think we made a great start working with zen dusk and particularly on the chef's program and it was a great day to be here and mentioned earlier and their collaboration too and for us in the chef's program and the training culinary program those community relationships are essential. it doesn't work if you don't have it. we have relationships with about 20 restaurants in the city and we have now the benefit of this community benefits agreement with zen dusk with catering. i just talked before i came over here three times i think so far and we look at that only as the beginning. we also had the pleasure of doing a little teleconferencing at zen dusk offices and their equipment is a little more state of the art than ours and we appreciated that and i think for u
predicting it would be jam san francisco instead of san francisco you knew that folks were educated because of the great leadership at our mta, our county transportation, all of our transit systems and were at the highest level of educating the visitors and others to use public transportation. it will work for all of us and as we build the housing units we identified in hunter's point and treasure island and welcome more people to our great city and we are growing as a result. we are going to have the greatest subway system that can connect to our bart, to our caltrans, to up and down our muni lines. this central subway will be a great success. it will connect to some of the most densely populated and rapidly developing areas, and it will improve access to all of our vibrant communities, and really is investments like this that will foster loyalty among all of our public transit customers while we reduce carbon emissions, make our city cleaner and cleaner. i'm not the only one that thinks this way. you know i'm among many, many friends today in the audience, on stage and i would like to

(applause) >> and one of the most important parts of the program of investing neighborhoods is making sure we're listening to the needs of our neighborhood partners. and to speak to those issues, are some of the small businesses who know how important it is to make sure we're getting the word out and who want to make sure their neighbors, small business neighbors are supported. one of those people is angela tickler, the hardware store across the street who will speak to the importance of this program now. it as much as we do. so, i think full compliance is the goal. and to have education, to have free access assessment being done. and then to follow-up by those that are challenged economically, to have loans and to have grants that are made available to have all of them participate in this program is incredibly good for the city. and i think it will help many of the small businesses understand their obligations to respond to these better, but also help them get into compliance better. so, i'm glad to launch this program here on irving street with supervisor chu who has been a really big champion for this. but we have many members of our business community that have also been asking us to do something positive about this. and not let these small businesses become victimized in these drive-by lawsuits. to do what we can to make it a positive thing. so, i'm so glad that joaquin has come aboard to help us. he, having headed up the neighborhood services program for years, now has his talent with todd in making sure that all of the small businesses along these commercial corridors have access t
